Technology should only be implemented when its purpose is agreed. Democracy is a fragile ‘animal’.
There is a danger in Stalin’s remark: ‘What matters – who does the counting’. Technology might be important if the voting system allows for multi-member constituencies.
The need is to identify the clear winner.
